Help housebreaking a Shih Tzu?

Male, 9 mos. old; he was doing really well about going potty outside, but now that he's come of age, he's wanting to mark everything in the house even though we take him out regularly. Only pet in the home. It doesn't seem that he wants to just go everywhere; repetitive spots only. We'd rather not neuter him (yet).
