What made "The Great Herring War" skit on "The Golden Girls" so funny?

Once on "The Golden Girls", Rose told a St. Olaf story about "The Great Herring War". Almost immediately, Dorothy [Bea Arthur] and Blanche [Rue McClanahan] burst into laughter. Can someone explain why that was so funny?
