How does the process work when changing to reserves to active-duty army.?

Paper work was sent in over 6 months ago, got chain of command to call brigade, they never got the paper work, they resent the papers and said I would know something within 3 weeks, it's been three weeks, I bugged them every other day, and today they tell me I might not even get approved if I fail this months PT test? Just wondering if anyone else has had this problem because people in military forums make it sound like they had no problems, and that they were given a duty station after 4 months. Is this normal or is my unit just lazy?
