Network Audit And Management Software?

Hi, I was hoping someone could recommend/suggest/mention a piece of software suitable for network management and audit. I'd like it to show a list/diagram of all users on the network and their details. A system for blocking IP's/MAC's/SSID's from getting network/internet access. A way to send messages to the computers in a winchat style system. Any extra features are welcome. Any software suggestions are welcome, even if it only posses 1 or 2 or any of those specified features. BTW, Plz dont suggest Network Magic. Ive tried it, its too low level, not enough control.
